It's one disappointment after the other. QBO has been having issues every single week with the bank feeds. And when I contact the "customer service" they know nothing. Only says it'll start an investigation and bla bla bla and THE PROBLEM IS NOT FIXED. Why has QBO downgraded SO MUCH in the last couple of years? Why can anyone competent enough run the program and actually fix the fu**** issues?

If your account is connected to QuickBooks Online to directly download transactions, we can manually update the connection on the Banking page. It refreshes the ties between the bank's website and QuickBooks.

If the issue persists, I suggest signing in to your bank’s website to check if there's ongoing maintenance. Not being able to sync bank entries to QuickBooks usually happens when there's an issue on the bank's end.
Once done, you can now categorize your transactions by matching and adding them to avoid duplicates. Utilize a 3d party solution to fix the issue for the time being, Otherwise, switch to another accounting app and purchase a 3rd party conversion service.
Accounting208, was this resolved for you? I have QB Desktop and was having no problems connecting to TD bank up until last week. Now I'm getting an error message. TD Bank was useless, says it is a QB issue...
I am having the same problem! I try to follow the instructions, but I’m not able to find the “e banking” or an area to enter my banks URL. My expenses won’t update unless I refresh every time, but it’s not correct regardless.
I too spoke to an “expert”, but he was no help.
I know that you did everything you could to fix the connection issue of your TD bank with QuickBooks Online (QBO), @tomatoes. I'll share additional information and steps on how you can connect it.
Let me provide a clarification about the steps provided by my colleague above. To use your bank's URL in connecting the account, you have to go to the Banking page. Here's how:

If you're still unable to do it, you can manually import TD Bank transactions into the program via CSV files. If in case you encounter duplicates, you can use the Exclude option to remove them.
Once the transactions are in, you can now categorize and match them in QBO.
