Sign in to your QB account again to check if you'll get the same error when approving the payment. If it works fine, you'll need to go back to your regular browser and clear your cache. There are instances wherein the stored data on your browser causes some odd behavior when using QuickBooks.
However, if you're still getting the error, I'd recommend using another updated browser instead.
I also suggest contacting our Payroll Support team if the issue persists. They have tools to pull up your account and investigate the hurdle further to determine the cause and fix it in a timely manner.

I'm here to help you record your taxes properly in the program. But first, I want to know what version of QuickBooks Online Payroll do you have?
This is because in QuickBooks Online Payroll Core, QuickBooks Online Payroll Premium, QuickBooks Online Payroll Elite - Tax, recording manual payments depends on your tax preferences. I need to know if you chose to have us pay and file your federal and state payroll taxes for you or if you opted to pay and file them yourself.
To check which subscription you have with us, go to the Account and Settings page. Follow the steps below:
For the mentioned services, you have the option to turn off the automatic filing and record the payment manually. See this page for the steps to manage automatic tax payments and form filings. There are instances that the system will give you warnings or it will not allow you to change the settings because of an upcoming or ongoing filing schedule. For this, you can contact our Payroll Support for further help.
Anyway, if you paid your taxes outside QuickBooks, you can enter it as a prior tax payment. This way, you can clear the liability in QuickBooks and there will be no more pending tax dues.

Did the jpg I sent in get to you? What do I do about the Error 1655-5763-09815-fci_p? NO, signing out and signing back in does NOT work! I've got an "Incomplete" entry and I keep getting this message every time I try to clear it and/or pay it.

Your solution worked! Thanks so much! I used the VPN setting of the browser I usually use. I intend to keep using it since it succeeded in getting me through this issue, unless you have better suggestions.
