QuickBooks Online only accepts addresses within the 50 states when setting up employees. You'll want to use the home address so you can add the employee in your account.

Employee lives in overseas so he doesn’t have home address in US. Can I enter his po mailbox in US? Will this effect his tax exemption status since he is claIming Foreign Earned Income Exclusion.

We're unable to add a non-permanent US address (including the PO mailbox address) for QuickBooks Online Payroll. Forcing the program to accept the PO box will affect you and their taxes.
You'll want to track their payroll and taxes outside of QuickBooks Online instead. I would also recommend contacting a tax advisor so they can guide you on handling an overseas employee.

A corporation located in US can legally hire a US citizen as employee residing overseas. Hence, Quickbooks not able to handle this type of situation has nothing to do with state regulations. Hiring an employee living overseas is all legal.
I have the same problem of a US Citizen employee living overseas. I’m sure this issue will only become greater due to Covid travel.
My solution is to use Intuit filling for federal taxes but to manually file California payroll taxes quarterly.

Hi str_dsgn, I have the same problem. QB doesn't allow for international addresses and seems to require a state address. Has anyone figured out a workable solution for US citizens/SCorp owners overseas? Or another software that has this feature?
While not ideal, if the state the LLC is incorporated in has no income withholding, would the business address be a semi-safe substitute? I presume, even without withholding, that would alter the W2.
Same issue here. Long time user of QBO for a company that has overseas employees that are US citizens. They are subject to Federal income tax and FICA deductions, but not local/state tax. Often they have a foreign earned income (FEI) exclusion as well. Easy to include a US address for all statements, but there should be an option to not calculate state tax / exclude state tax. (Tax should be based on the work location, not the work address. But QBO doesn't allow a non-US work location.)

This is extremely frustrating. ADP and Paychex both offer this feature. I just transferred to QB payroll, but I should have done my research as it looks like I will need to go back to Paychex. Will you be adding the feature to payroll U.S. Citizens working abroad anytime this year?
