As mentioned above, QuickBooks Online currently doesn't offer a direct built-in report to show active employees during a past period. As a workaround, you'll want to consider pulling up the Payroll Detail and Paycheck History. They provide information about the paychecks issued to workers and can help you infer their activity based on the pay dates.
