You can only see the Edit button if you record the payment through Enter Prior Tax Payments. However, if it's through the Pay Taxes page, there isn't an Edit button for this.
As a workaround, we'll need to delete and recreate the tax payment. Since you're unable to edit the amount, you'll need to check the record payroll transactions and make some changes from there. This way, the correct amount will reflect on the Tax Payment due.

If it works, go back to your regular browser and clear the cache to delete those temporarily stored files and browsing history. The overtime collection of data can create corruption, however, removing this should fix the issue. You can also use other supported, up-to-date browsers to roll out the possibility of a browser-related issue.

I tried following these instructions however, I don't seem to have an edit button where I can change the amount. The company did not make online payments for the Fed 941 or 940 and I am needing to edit the payment to 0.00 so that it will print out a voucher for them to pay. Can you please help me?

Please know that the amount will base on the recorded transactions. Besides, you cannot edit the amounts on the payroll forms. Additionally, you are unable to edit the amount on the payroll forms. I suggest recording the transaction as entering prior tax history if you want to mark it as paid. Here's how:
