We've filled out Jesus's state withholding based on the Form W-4 above.

There are no local taxes for this tax jurisdiction nor for the work site jurisdiction.
I am a PA employer and I am unableto set up local withholding for me DE resident employee. Can anyone help me?

Sometimes local internet cache files stored in the system can cause unexpected behavior in the product. This can be the reason why you're unable to see.
The best thing that we can do is to perform some basic troubleshooting steps by following these procedures:
First, let's use a private window to access your account. This doesn't save your site data and visited pages. Here's how:
Press Ctrl + Shift + N (Google Chrome).
Ctrl + Shift + P (Firefox).
Control + Option + P (Safari).
If you're able to view the setup in the Employee's window, then let's clear the cache in your web browser or try using a different supported browser. This might be a temporary issue with QuickBooks and the current browser that you use.
