I’ve got you covered, @liberty21.

The most common reasons that trigger sending usage data error in QuickBooks Desktop Payroll are listed below:

  • The date and time of your system is incorrect
  • The Time zone of your computer is incorrect
  • You have an Accountant's Copy created

You’ll want to ensure the date and time of the file location are correct. You can follow the outlined steps below to check them.

In Windows Vista and XP:

  1. In your computer's system tray, double-click on the displayed time.
  2. If you cannot edit the time from your system tray, choose Start > Settings > Control Panel > Date and Time.
  3. Click the Date & Time tab, then set the date and time.
  4. Select the correct time zone in the Time Zone tab.
  5. If you are in a daylight saving time zone, make sure to select the Automatically adjust clock for daylight saving changes tick-box.
  6. Click OK, then verify the updates by double-clicking the time in the system tray.

In Windows 7 & 8:

  1. Go to the displayed time.
  2. For Windows 7: If you cannot edit the time from your system tray, choose Start > Control Panel > Date and Time.
  3. For Windows 8: From the Start menu, choose Desktop to click on the displayed time. Or from Search, type Control Panel and click the Control Panel app. Click Clock, Language, and Region > Set the time and date.

  4. Click Change date and time settings, then set the correct date and time and press OK.
  5. Go to the Time Zone section and select the correct time zone.
  6. If you are in a daylight saving time zone, select the Automatically adjust clock for the Daylight Saving Time tick-box.
  7. Click OK after, then verify.

Also, check if an accountant’s copy exists. QuickBooks usually displays “Accountant’s Changes Pending” in the title bar. If yes, you can remove the restrictions manually or wait until the Accountant’s copy is returned. Please know that manually removing the limits will lose all the changes. Therefore, assure you to verify with your accountant.

I don't use a payroll service.  I haven't ever created an "accountant's copy".  I am getting error PS038.  I have done Rebuilds, Repairs, the date and time are correct, etc.  The error says "trying to send usage data".  I don't send usage data?????

I get this same error even after I uninstalled/reinstalled QuickBooks and there are no company files referenced.  And was also told I needed to pay ransome in order to get it fixed.
