The CORE payroll took an ugly turn at the beginning of the year. We were all told it would be better but not different - but it was worse and we lost all control. The program insisted on duplicate payroll tax payments, customer service was required for EVERYTHING and wait times were long. I had to abandon ship on some clients and move to Gusto after a month of trying to get payroll functional for new clients. But clients with CORE in 2019 seemed still functional but State Unemployment taxes were screwed up and all changes took bank account, tax rates, new employees was suddenly a terrible crisis requiring a few hours trying to get Intuit to do what we used to be able to do.
Currently clients are now getting this message - that effective April 13th they will have new "improvements"

Enroll in automated tax filing
You now have access to automated tax and form filing. If you're enrolled in electronic services, we’ll pay and file your taxes. Meaning, you don’t need to do anything to file your taxes. We’ll make sure they’re processed on time."
Based on what happened in January I think this means that April 13th clients who have been happy with Core payroll will need to jump ship to avoid forced participation in Intuit ceasing control of payroll tax payments and filings or else your payroll won't calculate or allow direct deposit. It is a cruel streak in Intuit that makes them make the change just as we wrap up tax season so we cannot properly prepare our clients for the destructive force. They do not offer the penalty free guarantee for CORE just top end payroll.
