I understand your concern, @LAC1. I'll provide some information about why you're unable to enter the 0.15% State Unemployment Insurance (SUI) rate in QuickBooks Online (QBO).
If you don't have the option to enter your 0.15% SUI rate it may be because QuickBooks hasn't received an updated SUI rate from your state. Basically, states will send out updated SUI rate notices toward the end of the year or at the beginning of the year. That said, we'll need to wait for the update.
Moreover, may I know the name of the state of your SUI? That way, we can check and share more information about it. Also, you may verify with your state regarding the current SUI rate that you should use to keep the accuracy of your SUI tax liability.
I've also added this article for general tax questions based on your state: Access state agency websites for payroll.
Once you've got your new SUI rate verified and ready to update, you can visit this article: Update your State Unemployment Insurance (SUI) rate.

Louisiana. The 0.15% rate was released yesterday, December 22, 2022 at laworks.net
I appreciate your prompt response and thank you for sharing additional info, @LAC1.
I recognize the urgency of this matter and the need to enter up-to-date SUI rates into QuickBooks Online (QBO). I'm here to drop some details about this topic.
Since we didn't receive notice from your state, we will need to wait until the states send an update regarding the new SUI rate to QuickBooks for the time being. Once received, the QuickBooks team will make this rate obtainable.

I have this same issue. My rate in Oregon is 7% and it says can't be lower than 9%. Frustrating. I triple checked my letter and it is 7%
I am in the same boat! My Oregon rate for 2023 is 0.70% but Quickbooks keep sending an error message that the rate must be between 0.9 and 5.4%. Did you find a solution? I had tried to chat with a rep last week and he eventually left the chat without a solution.
Thanks for joining the thread @rachendad and @KBWhistler,
We are already aware of the new taxable minimum rate for the state of Oregon.
If you already received a notice from your state stating that you'll need to update your SUI rate, please contact our QuickBooks Customer Support Team. Provide these info onto them so they can manually update your SUI rate from your account.
