When you create a backup company file (.qbb copy), it saves everything in your company file. Having said that, you're unable to create one specifically for 2018 data. For more information, you can check this article: Back up your QuickBooks Desktop company file.
With regards to using the Condense Utility files, it only reduces your company's overall size and still keeps all data and details. The process is also not reversible. I'll include this article to guide you: Use the Condense Data utility.

Consider condensing your data to remove 2017 and older data. Then utilize a deleter tool to remove 2019-2021 data in bulk.
