When you are seeing error code 403, it's usually an issue with the browser itself. There are a few basic troubleshooting steps you can perform. To do this:
Click the Moremenu ⋮ on the browser toolbar.
Click History on the left menu.
Select Clear browsing data.
In the dialog that appears, select the Clear browsing history checkbox.
From the drop-down, select beginning of time to clear your entire browsing history.
Select Cached images and files, and leave everything else unchecked.
Click Clear browsing data.
