We can do payroll using our mobile device and accessing QuickBooks Online (QBO) through a web browser. We can go to any browser installed on your phone and log in to our QBO account. There we can start managing our employees.

Have you tried logging in on the mobile web browser, as suggested by my colleague above? If you have, and the payroll feature still isn't showing, we can clear the browser history or switch to a different browser. If the same thing happens, you can also access it on a desktop browser using a computer or laptop.
Furthermore, you can run mobile payroll separately from QBO mobile. If you're using this feature and still don't see an option for your payroll, you can uninstall and reinstall that app.
Still, I want to ask if you received any error message or simply didn't see the payroll option after logging on the mobile web browser. You can also include a screenshot in your next reply, just be sure to cover all important details.

In the link you provided, there is a reference to payroll which states, "Payroll – not yet integrated with QBO mobile, but users can run mobile payroll independent of QBO mobile."
By "mobile payroll", does this mean running payroll through the web browser on your mobile device?
It only means you can use the mobile app with specific Payroll subscriptions, @Coldham.
The feature referenced indicates that any QBO account integrated with the Payroll service won't be able to run payroll using the mobile app. Therefore, this is only available for Standalone Payroll of QBO mobile, which are Core, Premium, and Elite versions.
On the other hand, the option to use a web browser on your device is for the bundle subscription. For example, you purchased QBO with the add-on of Payroll service. In this case, access the QBO webpage and run your payroll from there.
