I can provide some insights on how multi-state works in QuickBooks Online.
If your employee works in a state outside your primary work location, your employee is subject to work-based taxes. Please know that QuickBooks will automatically calculate the payroll taxes for each state in which you have a work location and there will be a multistate support fee.
Let's double-check your employee location, to ensure no one employee's primary work location to the other state. This way, the program will recognize that you're not filing taxes for the other states. I'll show you how:
Alternatively, you can set the tax status of your employees to Do Not Withhold if they don't have income taxes withheld for that state. Here's how:
Once done, you'll need to deactivate your work location in the other states so you will no longer be charged for the multistate support fee.
However, If you don't see this option, I suggest reaching out to our customer support team to help you inactivate a work location unused.

I’m trying to delete my old employees multi state. There’s no business location under payroll settings. I’ve called customer support every month for the last 2 years and still no one can help me stop being charged for multi state

Yes i know how to contact customer support very well. I’ve been doing it for 2 years regarding the same issue and it’s still not resolved and im still being charged for multistage every month. If anyone else experience this problem, please contact me so I can give the information to my attorney to open up a class action lawsuit for purposely overcharging.

I'm in the same boat. Absolutely maddening.
I am also in the same boat. We have employees coming and going each year...and in the prior 8 or so years of using Intuit, once we mark the employee as "inactive," the multi-state charges go away. However, since about June 2022 until today January 2023, we are now being hit with 11-13 multi-state charges each month, even though we are down to just 4-5 employees during the winter, and all of which are within our home state.
Also very frustrating. Today is my 3rd call about this. I was told to go back in and "terminate" any old employees from years ago rather than just making them "inactive." It took 2 tedious hours to do this... and didn't fix anything.
These multistate charges are definitely building in a buffer to Intuits Bottom line and at $132.00 a month in extra costs, we will switch providers if they can't resolve it.
I have called to get refunds for every single month for multi-state billing where there is no multi state tax withheld. This has been going on since Intuit combined payroll subscription with QBO subscription. YEARS!
The problem is that link the employees address to billing multi-state. Multi state should only be billed if you actually sign up for additional states.
Regular customer service number only gets me a refund. How can I get this stopped? Is there some other contact specifically for program functioning?
