Have you also logging in to your account in an incognito/private browsing session? There are times that too much cache or browser issues can cause unnecessary notifications inside QBO. We also recommend using a different browser to isolate the issue.
You can use these keyboard shortcuts if you haven't tried them yet:
After logging back in, check if you can still see the notification. If not, proceed to deleting cache and other temporary internet files. Here's an article as a guide: Clear Cache And Cookies To Fix Issues When Using QuickBooks Online.
In any case that you're still seeing it, we need to take a look at your account to check why you're still asked to update the payment details.

I am asked to update my payment method for payroll and Quickbooks online - my info is saved there and it's valid
there isn't a formal billing page in account settings (yes I am admin)
it's just a junky bug on the website I bet
