I've been trying to change my bank account via Quickbooks Online for over 2 months now. I keep getting a message that there are pending tax payments but there aren't any. I've contacted support numerous times and I've been told it's a known issue. I attempted to submit the manual change form and received an email back saying it must be done online. I'm so frustrated. I'm having to wire funds every other week back to our old payroll account that we are wanting to close. There has to be a way that Quickbooks can change our payroll bank account. This NEEDS to be TOP priority for fixing this issue!!! HELP!!!

There's currently an ongoing investigation where customers are unable to change their bank account to the right one (INV-76315). And we have already added your company to the list of affected users.
We don't have a definite timeframe for when this will be fixed. Rest assured, you'll receive email updates on the progress of the investigation.

The same response I keep getting. How can you not have a timeframe? Why won't QB allow manual forms to be submitted and handle it that way since there is an issue? I understand that you have my company listed and I will be informed, but QB has to come up with another way. This is completely unacceptable!
I know how to handle all other payroll issues, so no need to send me more information. What I need is an answer as to what QB is doing to resolve this...something other then we know it's an issue, we have no timeframe, and to just wait. Someone needs to come up with a solution ASAP! Just because it was set up to be done by the customer doesn't mean we shouldn't be able to go back to the manual update method. PLEASE, figure this out!

I hear you and I want to ensure this matter is addressed timely so you're able to update your bank account information for payroll processing in QuickBooks Online.
Currently, the investigation concerning the inability to update the bank account information for payroll transaction processing is still in progress. Rest assured our engineering team is aware and they've been all hands on deck working to fix this as soon as possible.
While we are unable to provide the exact turnaround time as to when a such problem is fixed and the workaround is also not yet available, I assure you that all the updates will be sent via the email address we have on file. The original post was dated 5 August of this year, the ADMIN response indicates it's been >4 months with still no resolution on how to update a simple bank account number to pay employees? That is absurd for any company, much less a company such as quickbooks with the income / resources available to them.
