The new tax rate for NJ FLI is .28%.
As of January 1, 2021, workers contribute 0.28% of the first $138,200 earned during the calendar year. That means workers who do not earn $138,200 in a calendar year continue to have deductions taken out year round.
It has changed it with the update, but when I look at the pay stub it shows a much higher amount being taken out of the check For example, the FLI for $1000 should be $2.80 where it used to be $1.60, but Quickbooks is deducting $10.12. It shows the correct amount in the payroll items list, i.e. .28%, but it calculates it much higher?
Thank you for providing details of your concern, @Weldwife.
Let's start by making sure that you have the latest payroll tax table. This is to ensure that your tax table is updated to the latest release.
If the same thing happens, let's run a Payroll Summary report to see if there are previous paychecks that don't contain deductions. This may be the reason the amount was calculated much higher. Here's how:
If there are paychecks that don't contain deduction, then the calculation of the rate is just correct. This way, you can cope with the missing deductions before.
However, if confirmed that all info is correct and the issue persists, I'd suggest reaching out to our payroll support team. They use specific tools to do a screen share session to help check your tax setup and help you fix it. To connect with them, please refer to these steps:

I have been unable to get through to the chat line, but I have reviewed all of your suggestions, and they are not the problem. Thank you for your response. I am currently looking for the correct phone number since they are not showing up on the drop down menu, and the chat seems to still be off line.
Thank you for the suggestions, but they are not the case. The chat line has been off for a few days, and I am trying to find a number to call.
Hi there, @Weldwife.
Let me provide you an alternative option to connect with our phone specialist in QuickBooks Desktop (QBDT). This way, they can check your account and trace why the program isn't showing the correct calculation for the New Jersey task rate.
Since QuickBooks Community is a public forum, having the option to add a phone number in the thread isn't recommend. This is to safeguard our customer's account from any fraudulent activities outside the program.
However, I can provide you an alternative way on how to connect with our live agent through chat or call. Simply click this link here: https://quickbooks.intuit.com/learn-support/help/en-us/contact-us?product=QuickBooks%20Desktop
I'm also including our Help articles for related references in managing your account and transactions.

Thank you so much for the response. I think I have found the reason this has happened. I am assuming that, since the download was in February, the deduction amount is accommodating for the beginning of the year and will revert to the single deduction now that the "back tax" amount is deducted.
I appreciate all the help. Thank you
