PLEASE, PLEASE...Get off your backside and update the program to allow Texas SUI to something less than 0.31%. The current rates are coming out with a TOTAL SUI of 0.23%. With a ETIA rate of 0.1%, this means the new UI rate can be as low as 0.13%. Well below the program limit of 0.31%.
Call into support today, they want 'proof' of the new rates...Don't need to provide 'proof' if I change the rate myself...I REALLY DONT HAVE TIME FOR THIS NONSENSE.
Let's make sure you'll be able to change the SUI rate, randy4.
Once you've received a notice from your state agency, you can directly update the Texas state SUI rate. To do so, you can follow the steps below:
The reason why our support team is asking for proof of the new rates it's because they want to make sure that it's really the correct rates that your state provides. Sometimes the incorrect placement of decimal points would give a great impact on your SUI rates. You'll want to reach out to your state to ensure that you have the new rate update.

Thanks for getting back on the thread, @sherrieacebs. Let me share my insights about updating the State Unemployment Insurance (SUI) tax rate for Texas in QuickBooks Online (QBO).
As of now, we're unable to provide a turnaround time for when the system is updated. I understand the urgency of getting this issue resolved. However, SUI taxes in QBO will auto-adjust once the new rates are available. It will automatically apply to the payroll you've created. Please be assured that our engineers are working hard to update the rates.
Moreover, we can run payroll reports in QBO if you want a convenient way to see your payroll totals, including employee taxes and contributions.
Keep in touch if you have further questions about updating the SUI tax rate in QBO. We're always here to assist you. Stay safe.
Thanks for posting this as I am having the same issue. it says on the Texas SUI site that the min. tax rates can be .23%. See https://www.twc.texas.gov/businesses/your-tax-rates
