We don't have any open investigation about this issue, and I appreciate you for taking the time to report this. To resolve this, let's perform the basic troubleshooting steps which is to open your browser in incognito/private mode. This mode doesn't use the existing cache data files to load a web page.

If you're able to generate W-2 Form with private browser, I suggest clearing your browser's cache to start fresh. The next time you log in to QuickBooks Online, your browser will download fresh copies of everything you see on each page. Any cache-related issues should be cleared up.
If the issue persists, I recommend calling our QuickBooks Online Support Team to investigate this further. They can also create a new investigation for this issue and once it has been open, you'll be receiving an email notification about the update and progress.

I am having this same problem and I need to download the W2s and have not been able to for quite sometime. When will this be fixed?

I further investigate and I haven't found any reports about an ongoing issue about this in QuickBooks Online (QBO).
I suggest performing some troubleshooting steps by logging in to QBO using a private or incognito window. There are times that the browser is full of frequently accessed page resources which causes some errors or unusual responses. For detailed steps, you may follow the steps provided by my colleague above.
Then, be sure to disable the pop-up blocker in your browser. Additionally, install Adobe Acrobat on your computer as it is a default program when viewing, downloading, and printing QBO forms.
