I had a similar issue..
Upon creating W2 it was discovered that we have a local city that should not have been used. There was no deduction which is great. I just don't want it to appear I need to print a W2 for city when It is a zero liability. Can you help me?

Since the W-2 is a tax form, I suggest following the steps my colleague has listed above and contacting our Customer Support Team. They have the tools to make a payroll adjustment and remove the deduction from your account. You'll then be able to print the W-2 for the city you're wanting.
