I can share some information regarding the availability of the Federal 941 Form for the second quarter in QuickBooks Online.
For now, the Q2 2020 form 941 is currently included as one of the blocked forms. Making this form available is our top priority and we’re actively working towards resolving this issue as soon as possible.
As a workaround, you can go to the IRS website and manually file the Second Quarter Form 941. You might want to print a copy of your 941 forms in QuickBooks Online to serve as your guide when filing the form.
You can always go to the Payroll Tax Center from the Taxes menu. From there, you can view your e-filed and archived annual and quarterly forms in the program.

It's available now but I've got a lot of errors on mine so I will be filling one out online to send it until QB's gets it corrected.
