To clarify, are you getting any sort of error message when trying to file the DE9C form? Ensure that the E-File and Pay feature is active. If not, you'll want to enable the said feature to start submitting your forms seamlessly.
Take note that QBO updates its forms quarterly. Hence, we can only file the current quarter electronically. For older ones, you'll want to do it manually. You can pull up and print your DE9C form and then mail it to the IRS.
Additionally, for most general issues in QBO, clearing your browser's cache can do the trick. By clearing them, you can remove that historical data and access QuickBooks with a clean slate.
Let's start by accessing your account through an incognito window to rule out the possibility of a webpage issue. You can refer to these shortcut keys to open an incognito window in all supported browsers:
If you can process it using an incognito window, clear your browser's cache. You can also switch to a different supported browser to see if it has something to do with your browser.

The error I am getting is... "The submission is a duplicate of one that was previously received", however nothing is showing under e-file history filings. What can I do?

The error message indicates that the IRS or a state agency received two tax forms from you for the same period. You'll need to contact them to verify if they already received the DE 9C form.
Filed forms should be viewed in the Archived forms and filings section in QuickBooks Online. Please see the complete steps below:

In QuickBooks Online (QBO), we can find the DE9 in the Payroll tax filings tab. You may want to filter it to show.

If the form isn't visible, let's perform basic troubleshooting steps. You may have accumulated too much historical data. Whenever you visit a website, it saves some information from the web page in its cache. These files allow the websites you visit most often to load faster. Not to worry, clearing them will do the trick.

Once done, see the DE9 form again. If it works, switch back to your regular browser. Then, clear its cache. This way, you can access QuickBooks with a clean slate. You can also use a different supported one.
You can also check the Archived Form section. You may have already filed the form, which is why it won't appear in the Filings tab.

This did not work either. Is there not a phone number to call and speak to a person?
I also cleared the cache and the DE9 is still not available.

1. Click the Help (?) button.
2. Select either tab to get started:
- Assistant: Get quick, personalized answers. Select a suggested option, or type a question or topic you need help with. If you decide you need further help, you can still Talk to a human.
- Search: Search the QuickBooks Online knowledge base directly, or select Contact Us and choose a way to connect with us:
