06/16/2022 - I did called the QB Online support to get help on bypassing the field so we can continue filing our Iowa taxes. QB Team provided No Work Around & No Solution.

So does this mean that QBO can't file the Iowa Income Taxes electronically for us since Iowa doesn't use the BEN? Do we need to do this manually or is QBO able to still file them?

We are unable to offer electronic filing for W-2 forms for Iowa at this time. We can give you the W-2 information for each employee to include in your state application. Here's how:
Here are some articles from the IOWA website about W-2 filing. One mentions electronic filing and W-2 text file uploads. The other one mentions submitting the W-2 information for each employee, which is an option you have. I really can't say for sure if this will apply to you. There can be conditions attached to using this choice. It would be better if you could talk to your state's agency about it.

I apologize I don't think I was very clear. My question was regarding the quarterly submittal of income taxes withheld not for submitting W-2's. However I'm assuming the answer is still the same

Yes, you're right. The same as W-2, we're unable to file income taxes electronically.
