Once possible cause you're unable to finish setting up your employee is there's missing information that needs to be added. I recommend reviewing the details you've entered in QuickBooks. Doing so will ensure that everything is correct. After that, try logging out and log back in to load the data, and make sure everything is saved.
If the same error occurs, we can perform some troubleshooting to see if this is a browser-related cause. I'd suggest logging into your account via an incognito window. This will open a clean slate and loads fresh data.

Once signed in, try editing your employee again. If you're able to save the information, let's clear the cache of your main browser. This helps remove its stored cache so it'll function efficiently.
However, if private browsing doesn't work, I recommend using different browsers. They will provide you the best and most secure experience with QuickBooks. For more details, see this article: System Requirements for QBO.

I also received the "Form usage date is not set. Please finish setup first." error. Suggested resolutions did not work.
