Yes, you're right. If the employer has 1-24 covered individuals, the Medical leave total percentage is 40%. For 25 covered individuals, you can add up to 100%. Since, you only cover 1-24 individuals, you only have a 40% option.
QuickBooks follows what your state mandates. You can check with the MA website to have a detailed information about this matter.

I went back to the mass.gov page Contribution rate split for employers with fewer than 25 covered individuals . It appears that Intuit has the rules for 1-24 vs. 25+ employees reversed.
Small employers are exempt from paying into the Medical leave portion, and can pay 0-100% for the Family leave. Family leave individual share % is the setting I'm unable to make - it is limiting me to no more than 40% when 100% should be allowed.

In QuickBooks Online, employers with fewer than 25 covered individuals, the equivalent 100% of their share is 40%. The option to have the 100% share will show if the system recognizes that you have more than 25 covered individuals.
