I am using qb desktop and have e filed federal payroll forms 941 for the 4th quarter 2023 and 2023 form 940 a few days ago. in quickbooks e file window it still indicates status "submitted to intuit". When can I expect the processing to be completed ?
Thank you for e-filing your federal payroll forms 941 for the 4th quarter 2023 and 2023 form 940, Steve.
We appreciate your patience as we process your submission. Currently, the status of your e-filed forms is Submitted to Intuit. This means that the forms have been successfully uploaded and transmitted to Intuit's servers.
Normally, an email confirmation is sent within 24-48 hours, indicating the status of your e-filed forms. This status can be any of the following: Intuit rejected, Submitted to the agency, Agency rejected, or Agency accepted.
If you have already filed your form and it has been more than 48 hours without receiving an email that says Submitted to the agency, which means that Intuit has sent the e-payment or e-filed form to the agency, then I recommend reaching out to our QuickBooks Desktop Payroll Support team. They can provide you with the most up-to-date information regarding the status of your e-filed forms and any potential delays.

Regrettably, I did not get an answer. I spoke with qb desktop payroll support, and after speaking with 2 different representatives, (both of which were courteous), I came away with the belief that there is currently an issue with quickbooks and irs regarding e filing forms 941 and 940 for the 4th quarter and year end 2023. I just wish intuit would be more forth coming early on and let us know what is going on and most importantly, when do they anticipate a resolution. The qg support staff indicated that they have received other calls.
Thanks Steve for posting this. Having the same issue here. Glad to know I am not the only one!
From another thread,
"Every year, the IRS has a maintenance period during which certain types of returns are not accepted electronically. Accepting of electronic filing will be back online early this month.
This is the reason why the status still says Submitted to Intuit. We will definitely send you an email as soon as the return is accepted by the IRS. "
When I look back on the past few years of our 940 and 941 forms being submitted, I noticed this has happened in the past for the 4th quarter forms that are submitted in early January. Last year, they didn't get sent to the IRS until Jan 13, but otherwise it was usually by or around the 10th.
I also filed the 940 and 941 forms early this week for 12/31/2023 as well and it looks like it is just stuck and says submitted to Intuit. Usually within a few minutes or even a day or two we should get a reply submitte dto agency sent to tax agency for processing. Per the audit trail if it hasn't been sbumitted to the agency sent/sent to the tax agency for processing, i don't think we will get a reply. Quickbooks, please look into the system and see if there is an issue internally on quickbooks side as it looks like other people are having the same problem. It just seems to be stuck in limbo with intuit side side is what I feel.
Hi there, @maxland888.
I appreciate you joining the thread and sharing information about your concerns. Allow me to chime in and share insights about the forms that you've filed that still show as submitted to Intuit.
I have checked our records and found that we have similar reports regarding the forms that still show as submitted in Intuit. If you have already submitted your 940 and 941 forms for Q4 2023, the IRS has received them, and there's a delay on their side. However, you'll need to wait until the IRS accepts the forms, and the filing will be completed. There is no further action required at this time.

I too am having this problem. No email, still waiting to submit. I resubmitted thinking I had not done it and now I have to submissions sitting there. I also had an error on my 940 form. After researching and figuring out why the erroneous entry, I re-ran the report to fix manually and the error had fixed itself. This is disconcerting that the software we use for all our accounting and payroll may not be accurate.
I have beening trying to access my 4th quarter payroll filings and keep getting Quickbooks - Unrecoverable Error mesage and can not get into any of the forms. Being that the forms are due to be filed by the end of the month, when will these forms be available to access.
Hi katevw, I understand you encountered an error while trying to access your 4th quarter payroll filings in QuickBooks Desktop (QBDT). I'm here to help you troubleshoot this issue.
If you see an Unrecoverable Error XXXXX XXXXX, it means that QBDT closed unexpectedly. This error can occur when you open or close a file, save a copy (backup or portable copy), select any menu option, button, or link in QuickBooks, update QuickBooks (program or payroll updates), or run file utilities (verify, rebuild, or condense).
To troubleshoot this and get started, please update QuickBooks Desktop to the latest release and create a backup of your company file.
Then, let us proceed to troubleshoot this by opening QuickBooks with all windows closed. QuickBooks will re-open any windows left open when you close your company file. If you have a large report or several windows set to open automatically, you can see an unrecoverable error on startup.
To open your file with all windows closed:
Then, Use a different QuickBooks user. Try to open your company file with a different QuickBooks user.
Sign in to the company file using the new login credential. If the new user works, then delete the user you're having problems with and create them again. Please note that if the error happens when you open your file as the admin user, run the QuickBooks File Doctor. If the new user doesn’t fix the error, continue to Solution 2.

I am having the same problem.
My form 941 was finally accepted by the agency today (1/16/24), but my 940 still has not been accepted. I noticed that, according to the audit trail, my form 940 was submitted to Intuit on 1/4/24, submitted to the agency on 1/11/24, and then submitted to the agency again on 1/16/24. I called QBDT Support on the 10th, before the audit trail for either form said "submitted to agency" and I was told that the agent didn't know why my form was lingering with Intuit and I should just wait a couple days and call back. That doesn't inspire confidence.
The fact that my 940 form was submitted to the agency for a second time is concerning. The deadline is approaching. Clearly, a lot of QB users are having this problem. QB needs to step up and address this issue.
As for those commenting that this is normal, it's not. I checked the audit trails of my last 5 year-end 940 & 941 submissions and there was nowhere near this kind of delay. 1-3 days, yes. 2 weeks, no.
I am also having the same issue with my 1Q24 Payroll Returns. At first they were rejected and have never been before as I have filed these returns for this client for over 2 years now. I finally got one that says submitted to the agency, but not accepted. This was a week ago. In the middle of and closing in on tax return deadlines, not very helpful at all. This needs to be cleared up ASAP. I will be processing payroll for them today and pray that it doesn't get hung up in processing.
