If you can e-file the form, you can go back to your main browser and clear the browser's cache. Accessing your account using a different account can be an option, too.
If you're still unable to do it, you can e-file the form through their state website: https://www.state.nj.us/treasury/revenue/njbgs/revtemplate.shtml.
Just use the Payroll Tax Liability report to get the tax information. Go to Taxes, Payroll Tax, and then View your Tax Liability report.

We are not allowed to efile. Please see the screen shot.
It has small msg that 'Manually file' . When We click on File, There is no option coming to efile.

The NJ-W-3 form will need to printed and mailed, as the state hasn't made available electronic filings via QuickBooks. You'll want to print the form and then mail it to the state agency.
