For now, only the Federal W4 for 2019 is available in QuickBooks Desktop. The new Federal W4 for 2020 will accessible soon. You'll be notified a new tax table is available so you could update it in and download the form.

Will QB Desktop Payroll have the Federal Entry box updated with the new tax law regarding the 2020 W4? Allowances should be eliminated and the extra boxes for Step 2, 3 and 4 of the new W4 2020 form should be available. Screen Shot of what we enter now on the employee in Payroll.

Yes, our Payroll Compliance Team works with the IRS to keep forms updated in QuickBooks Desktop. According to the update, the release is available today, 12/12/2019.
For this feature to work correctly, you need to update tax tables and QuickBooks updates. Let me show you how.

No sorry - the updates did not change the entry boxes on the employees W4.
I don't think that anyone is understanding this at all. "Will QB Payroll eliminate the allowances and place new boxes for the W4. As of 2020, the W4 will NO longer have allowances yet the employee will complete other steps that need to be entered on the employee file on QB. These steps are 2,3, and 4."

Thank you for your prompt reply, as well as providing a screenshot of what you were referring to.
The latest payroll update for QuickBooks Desktop (QBDT) doesn't include this for the W4 form since it's intended for next year. Rest assured, QuickBooks is compliant with the guidelines provided by the IRS.

Thank you for your response, however, our question is still not answered. We will wait and see if the way we enter a W4 on an employee with Desktop QB Enterprise, will remove the allowance boxes.

I'm here to share additional details.
The update about the new design of the Form W-4 is for 2020 filing. This is the reason why you're unable to see this option yet. Rest assured that we will comply with the IRS guidelines.
We will notify everyone once this is available in QuickBooks Desktop Payroll. You'll see a pop-up to update your payroll tax table again once it's ready.

RE: Thank you for your response, however, our question is still not answered.
I doubt the reps here know what needs to happen. A quick review of the form indicates that not only will the tax table have to be updated (bigger changes than normal) but that 1) QB will have to calculate the tax two different ways, and 2) the entry fields for federal withholding within QuickBooks will have to change to include dollar fields for boxes 3 and 4a,b,c.
I'm not sure that a tax table update can do that (rather sure it can't) and so it is likely that all versions of QuickBooks currently supported will have to have new releases in order to accommodate this change.
There's only a couple of weeks left before all new hires have to use the new form and employers have to calculate the tax the new way (and the old way, at the same time.)
Intuit has probably been working on this all year, since they knew it was coming, and will have something out soon.
