If you're referring to creating a backup of your online files into a hard drive, then that option is unavailable. QuickBooks Online (QBO) automatically backs up your data whenever there are changes to your company file.
We also periodically copy all data to a third-party hard drive to protect your file in case something happens to the first two hard drives.

Our bank is making software changes and told us to backup QuickBooks, then after a certain date, to restore it. I exported the data, but that is not a file can could "restore" back into QuickBooks. Any suggestions will be appreciated. Thanks.

If your bank will make changes on their end, it won't affect your existing QuickBooks data. However, you may experience interruption with getting online banking transactions, but you can upload them later on.
If you really want to consider their suggestion, you can export and convert your data to QuickBooks Desktop. Then, move it back to a new QBO subscription later on. If you don't have a desktop version, you can download a trial version which is good for 30 days, but be sure to upload your data back to QBO within the trial period. Otherwise, you will need an active QuickBooks Desktop to move it.

There is no such file concept in cloud-based accounting apps. You can use a 3rd party backup restore app or export your data out to XLS.
