I have tried the migration assistance several times - fails - I have tried new install - Intuit does not recognize the License and Product ID numbers that Intuit emailed to me and that are available through the F2 function key on Quickbooks - Intuit thinks we only use the software 9-5 during the week as that is the only time technical support is available - any good ideas on how I solve this inexplicable issue with licensing and product ID provided by Inuit to install QB Premier Plus desktop software on a new computer ?

Are you able to login as Primary Admin to your CAMPS and find the same license code in there?

The section on CAMPs for Products & Services displays all your registered Desktop apps and subscriptions, along with license information and download options for QuickBooks Desktop versions. Since the Premier Plus subscription isn't listed, I encourage you to ensure you're logged in with the email address you used to register for this version of QuickBooks.
Additionally, if you believe you may have registered the Premier Plus subscription with a different email address, sign out of CAMPs. Then, visit camps.intuit.com and choose the Claim Account option instead of signing in. This will enable you to merge multiple accounts into a single account.
