This error occurs while trying to set up your bank account with E-pay and E-file. This means that your setup information isn’t saving in QuickBooks. I’ll show you how to fix it.
Let’s resolve this with your online banking account:
If the account is set up for online banking, you must disable Online Services before you can retry merging or setting up E-Pay and E-File. If you attempt to deactivate the account, the following error message appears:
"There are currently online transactions or messages to send for this account. You cannot change the online information for this account until you send or delete any pending messages or transactions associated with this account. You’ll need to go to the online banking center and send or delete any transactions listed before you will be able to deactivate the account."

Having the same problem. These instructions do not eliminate or correct the error. I am simply trying change the bank account that my payroll and liabilities are deducted from when I pay employees and liabilities. I have successfully changed the account at EFTPS and my state tax agency. I have changed the account under My Payroll Service and even changed my default bank account under company preferences. And I have tried going under Employees, Payroll and 'change payment method'. I simply keep getting this message every time I do this and instructions to go through the motions of Setup Payroll get snagged at this same point with same error message..
