QuickBooks may encounter errors when the cache is occupied with lots of forms. Internet files also interrupts the connection between servers. To fix this, I'll recommend using a incognito/private browser.
Private browsing mode helps prevent internet files that make QBO get errors.
Use a supported browser and here's the keyboard shortcut:
If it works, clear the browser's cache. This way, your browser will download new forms that help browsing experience quicker.
Otherwise, switch to another supported browser.
Also, I'd like to ask what specific form or feature you've encountered this error on. I'd love to talk about it more and help you fix it.

I am getting this error message when trying to open either QB Online or QB desktop. Is this a problem with my end or with Quickbooks?

Our Development team is currently researching this unexpected behavior and have created a ticket for this issue. You can request a callback from our QuickBooks Online Support team and ask to be added to the ticket (INV-42423). Then, you'll receive weekly email updates from our developers until the problem is fixed. In the meantime, I recommend following the steps listed by my colleague above to see if you can resolve the error on your side.

My problem is I can't even sign in, so I will not be able to request a callback with the Quickbooks Online support team. Can you add me to ticket INV-42423?
My small business is completely stuck until this is resolved. Waiting hours, days or weeks is not acceptable for us. We need to process sales receipts and take in contributions daily.
