When printing W-2s and W-3s, we recommend using a blank 3-part or 4-part perforated paper. This way, the form will print correctly and your employees won’t have any issues when filing. You may get one from our QuickBooks Checks & Supplies.

I am still stuck. I have online core payroll and I can only get to step 3. I have no tab for PREFERENCES. What now?

The Payroll Settings window varies from one type of payroll service to another. This is the reason why you're unable to see the Preferences window.
Being able to print a copy of your Form W2 depends on if you chose to have us pay and file your payroll taxes for you, or if you opted to pay and file them yourself. You can directly go to the Taxes menu and follow the second set of steps that were provided in the original response. Here's an article for more details: Print Your W-2 Forms.
