I want to offer discounts to select customers and also want to offer discount to based on the items my customers purchase - is this possible via QB Desktop Pro 2018 - I do plan on updating to the latest version, but want to get this done soon on the version I am on.

I hope you're having a great day so far. I can help with getting discounts set up on items and applied to invoices for specific customers in QuickBooks desktop.
Let's get discounting.
1. Click List and choose Item List.
2. Click the drop-down arrow and select New.
4. Go to the Type drop-down and select Discount.
5. In the Amount or % field choose the discount amount or percentage for the item.
6. Pick the account you want the discounts to reflect in.
7. Hit Ok to complete the process.
That's it. Now you have a discount item. All you have to do is add it to the invoice if you're not sure how to follow the instructions below.
The discount item applies a discount to the total Amount on the customer invoice. The only option that is available for the item itself it the Mark Up option. However, you can double-click the item and edit the Amount. Like So:

Is there a way to set the discount for each customer so it automatically calculates the discount for the customer?
For example, customer1 may always get a 5% discount and customer2 always gets a 10% discount. Is there a way to add the discount level to the customer record so it automatically pulls in the appropriate discount without needing to select the discount for each invoice?

Giving a discount will be highly appreciated by your customers and will also help you maintain a good business relationship. As for now, there is no option of adding the discount directly to the customer's record. You can create different discount items with a specific discount, then add it to your customer's invoices.

Also, you can use and customize form templates on your invoices in QuickBooks desktop.
