I want to edit a budget and the gear icon is missing on the desktop premier 2021. All I can find is how to fix the online version.

I ended up deleting the budget and creating a new one. That solved that issue but after creating the new budget I noticed another account that is not populating in the budget even though it is in the Chart of Accounts.
I rebuilt the data and opened the budget again and the accounts were there. Issue resolved. A big thank you to all that tried to help me. You're GREAT!

Let me make it to you by ensuring you'll be able to edit a budget in QuickBooks Desktop (QBDT).
The Gear icon is only available in QuickBooks Online (QBO). In QBDT, you can edit a budget by going to the Company at the top menu bar.

Created budget in QBDT will reflect on the Budget dropdown menu. Pick the designated budget from the Set Up Budgets page to make some edits. I'm adding these steps as your reference:

I think we are having a miscommunication. I followed your instructions to the end where I select the budget from the drop down list I want to edit. My question after that is 'how' to make the change. For example: I want to insert an account between 10300 Savings and 10400 Petty Cash.

As of now, you can insert an account by manually adding it through the Chart of Accounts page. Then, you'll have to set up a different budget so the new account will sync.

Also, to review your budgets, you can do so by clicking the Reports menu. Then, select Budgets and Forecasts. You can also memorize this report if you want the same settings as the customized report.
You can always post whenever you have concerns about managing your QuickBooks Desktop file.
