You can access archived or previously filed 1099 forms that are from January 1 through April 30 at any time by logging into your 1099 E-File Service account.

I efiled 1099s and when I go to View 1099s from within QBO, nothing happens. No pdf opens or is downloaded. My screen says the form was efiled and accepted. Why should I need to create a 1099-efile Service Account? I should be able to access these from within QBO!

You can need to create the 1099 E-File Service account once you need to file your 1099s with the IRS electronically. If you've filed the form manually, then there's no need for you to create the account. I can see that the status of your form was e-filed and accepted, meaning you must have electronically filed the form.
Aside from the steps provided above, you can view the form through QuickBooks.
If no PDF opens or form downloaded, I'd suggest replicating the steps through a private window as the browser's cache may affect this behavior.

If it works fine, go back to your original browser and clear its cache to start fresh. You can also use another supported and up-to-date browser to narrow down the result.

Nowhere in the 1099 module was I prompted to establish an e-file account with Intuit. There was a choice to "efile and pay contractors for a monthly fee" and a choice to "efile". I chose "efile". The form shows accepted, and the recipient of the 1099 contacted me to say that he received email link to his 1099. I cannot view the 1099 regardless of browser, incognito window, or cleared cache. I had someone access the account from a different computer and he could not view the 1099 either.
You tell me I can open the 1099 from Payroll Taxes; however, since there is no payroll, I have no tab for payroll taxes.
This module is too restrictive and not functioning properly. I cannot fathom being prevented from seeing a form that was filed with the taxing agency. Nearly an hour on the chat line got me nowhere either.
There are two ways on how to access and view the 109ss that you e-filed, Yogi.
One is inside QuickBooks Online and the second is through the 1099 E-File Service account. This is the reason why it was previously suggested to go to other website to download or access the form.
Also, go to the Taxes menu inside QBO. Then, select 1099 filings. It's where you can see all the 1099s that you submitted through QuickBooks.
