I'm unable to tell what this error means. This is new and there isn't a similar case reported by our Engineering Team.
Let's isolate the issue by logging into your QuickBooks account on a private browser or incognito. Then, switch to automated sales tax from there.
Here's how:
I'm adding this article as an additional guide to the steps above: Switch to automated sales tax in QuickBooks Online. It'll tell you what will happen when you switch to automated.
Your next step is to check out our automated sales tax overview. It'll walk you through what you need to know after switching to automated sales tax.
If that works, go back to your regular browse and clear the cache and cookies. Follow the steps to clear the cache for your browser.
After clearing the cache, make sure to restart your browser. To have the best and most secure experience with QuickBooks Online, use a supported, up-to-date browser.
If it didn't work, I recommend contacting our QuickBooks Online Team. They can pull up your account and check what's causing the error when you switch to automated sales tax.

For what it is worth, I am getting the same error:
An error occurred while processing your request.

I was trying to download the application as directed by TechSoup when I got the error. I got it while logged in or logged out, VPN on and off, using Safari or Opera. All I am trying to do is download the software, so this is rather frustrating and your suggested fix has absolutely nothing to do with the problem.
For what it is worth, I BOUGHT QuickBooks for Mac 2022. I get the error when I try to download it. On a lark, I changed the product to QuickBooks for Mac 2023. When I did that, it worked. Unfortunately, my computer is on BigSur 11.7.2 and it wont run Quickbooks for Mac 2023. If the 2022 version actually exists, will it work on BigSur?
I got the same error:

My problem has been solved. Basically, the installation file for the 2022 version of the software had been moved, but the link had not been updated. When I called the support line, they couldn't download the file either. They found me a different link to use and then logged a ticket so that the website is fixed.
