User 1 (me) is Primary Admin. In the milage tab I can see multiple vehicles. However, only mileage I entered for my own vehicle is displayed. The 'download trip' options only downloads my own miles.
User 2 (partner) is Admin. He is manually tracking mileage in the Android App. These miles have been reviewed.
How do I as Primary Admin see milage for any/all users and report on mileage for any/all users?
I want to ensure you'll see all the mileage data in your account, @Lumin.
Currently, in QuickBooks Online (QBO) mobile app, you can track mileage if you sign in as a user with admin privileges for the company file. In your case, you should see all the mileage tracks since you're the primary user.
To verify the issue, let's check the user access of the other user you've mentioned as the Admin. Here's how:
If yes, I recommend making the user check if he's signed in to the correct company file the same as yours. But if he's not an Admin, I suggest sending feedback to our Product Development Team to have other users track mileage.

As previously stated he is an admin. I've confirmed it.
He is logged into the correct business.
I still as primary admin cannot see any miles he has manually tracked on his android app. There's 36 trips on his Android app (most tracked manually, a few automatically) and none are showing in my dashboard. The Fix milage tracking issues link you posted does not help. It refers to issues with auto tracking. Our issue is syncing.

Thanks for taking the time to get back to us. I'd like to clarify some things about mileage entries from other users.
To clarify, each user in QuickBooks Online can only manage their own mileage data. So, the partner's trips don't show up on your own dashboard (and vice versa).
If you need to review your partner's data, we can have them download their trips and send the Excel file to you for review.
As pointed out by my colleague above, we can send feedback to our developers regarding the option to view all mileage data across all users. We can follow the steps given by MirriamM in sending your suggestions.
