I just set up a new user on Desktop Premier 2020. He isn't getting the Not Enough Quantity pop-up when entering an Invoice or Sales Order. The other 2 users get the pop-up, so I know the company preferences are set up correctly. The new user has Sales and AR, Purchases and AP, and Inventory permissions. I just can't figure out why he's not getting the pop-ups. Very frustrating! SOS!!!

QuickBooks Desktop has the option to bring back all the pop-ups especially those related to products. You can follow these steps:
