I wouldn't recommend to install and run any outdated QBD version on Win 8.1 or 10. The issue you have encountered is inevitable. Try reinstall your QBD in compatibility mode Win 7 on your Win 10.
I have Windows version 2004 build 19041.685 on both computers. It was working o both but stopped on my main one. Made sure .net 3.5 and 4.8 were enabled. It worked fine till abut 2 weeks ago. I only use it for 4 rental propertied I have so upgrading would be a waste. If you have any other suggestions I would appreciate it.
