A client wants me to help them with their bill pay, we got them set up with their bill pay app and banking, but on the accountant side I don't see anyway to access that app. I've made myself the master admin too. What needs to happen so I can see this?

To keep track of your bills and bill payments, you can pull up some bill-related reports in QuickBooks Online. Just go to the Reports menu, and then explore the What you owe section under the Standard tab. These are the following:
Bill Payment List report shows the bills you've paid.
Bills and Applied Payments report highlights all the payments you’ve made and the bills that go with them.
Unpaid Bills report shows your unpaid bills, with due dates and days past due.
