Welcome to the QuickBooks Community! I'll share information about users' access rights in QBO.
QuickBooks Online access rights are grouped. The least you can provide to your user is Standard access with limits to vendors and purchases, which enables him to create PO's. However, this includes other functions, such as entering bills and expenses. Learn more about user roles and access rights in QuickBooks Online.
While having targeted access rights to a specific function is not available, I encourage you to submit feedback to our engineers. That way, they can consider adding the option in future updates.

Attempting to set up custom roles, modify roles. I need the role Standard Limited Customers and Vendors to have time tracking, or the ability to edit the Standard All Access role (which has time tracking) and pare down the access. However, none of these are editable. Of the roles that are editable, I cannot add basic time tracking. When I attempt to create a new role from scratch, I cannot add basic time tracking. It appears this has been an issue for over 2 years with multiple requests? I *know* I can make a user a time tracking and expense user, but that product doesn't meet my needs. Calling the helpdesk doesn't resolve the issue, either, as we run around for 2+ hours until they escalate to another tier and it goes into a black hole. I don't need to purchase advanced time tracking, either, as I don't need that functionality. What I need is robust access rights.
How do we get around this significant flaw, or when will this be resolved?

I understand that you have wanted to make some changes and improvements to user permissions in the program for a long time. I appreciate your ideas about having the option to edit some roles.
Please know that this is currently unavailable in QuickBooks Online. Thus, I’d suggest sending feedback requests to our product development team. They will evaluate these and pick some of them to include in future updates.

Quickbooks (plus online) has removed functionality and changed the access to limited user roles to now allow access to financial and management reports for all, and did not notify us of this change. As a result the security of our financial information is now not there. All users can now view all financial and management reports. Additionally it is no longer possible to unshare a report. Quickbooks is telling us that in order to secure our financial and management reports we need to upgrade our plan and pay more than double! Isn't this extortion?
