That is not correct.
If two-step verification is activated, Intuit will send a verification code to one phone, the owner's phone. The owner may be in outer Mongolia on a trip and so the user will not receive the code. Which is what the user is complaining about.
Are you describing a system that only sends the verification codes to one phone, no matter which user is logging in? If so, isn't that really quite stupid?
The implication is that any time the holder of the one phone Intuit texts is not around, no one can log into QuickBooks. Who would want that? Maybe the phone holder is on a plane, or in a private meeting, or out of range with no service. Maybe their phone is dead with no way to charge it.
