We recently had a virus attack on our network and just to be safe, we formatted all computers including the server and reinstalled everything. After installing Quickbooks Enterprise 13 we can open the program and open the Company files. It asks us to register the program which we do.
At this point, if i close the program and open it again or try to open a second company file it gives us the below error message. This is happening on every computer.

Here was we have already done and even by doing so, it keeps on happening.
This is on windows 10 machines.
When deleting the EntitlementDataStore.ecml it allows me to go back into the program but then it asks me to register the program again. Once I register the program i get the same error again.
We have 8 Computers and its happening to every single one.
The installation file i used was downloaded from Intuit website.

QB 2013 reached End of Life in May 2016. It is not considered Compatible with W10, either.
Worse, your file is 6 years behind current. Intuit has a 3-year lifecycle for the QB desktop programs. It's past time to get QB 2019.

I appreciate the details you've shared about the license issue you're getting. I can add a bit more about the QuickBooks 2013 compatibility.
QBTeachmt is right. You're currently using an unsupported license version which isn't compatible with the operating system you're using. As stated in the QuickBooks License Agreement's Discontinuation Policy, your QuickBooks Desktop 2013 is supported only until May 31, 2016.
In line with this, every QuickBooks version requires standard system specifications to make sure it functions accurately. The best thing to do is to upgrade to the latest QuickBooks version so you can work with Windows 10 with less hassle.

I am running Windows 7 Hone Edition. I have a backup of a client file to clean up & move to QBO. It was created in Premier 2017. I performed a trial download of QB Desktop Pro 2019 to restore the backup. I let the restore run to completion (slow as molasses) but did not attempt to register or activate, just entered the license number and product code at the beginning.
When I try to start the program by double-clicking the icon, or right-clicking and running as Administrator, I get error 3371 Status Code *11118: QB could not load the license data.
How do I get this trial version running for a day or two until I can convert it to QBO?

I appreciate the steps you've done to get this working. I'm here to help make sure that you can convert your QuickBooks Desktop (QBDT) company file to QuickBooks Online (QBO).
To start off, the error you're getting is usually caused by one or more of the following:
1. Component or file needed by QuickBooks to run is damaged or missing
2. Outdated Windows operating system or an anti-virus program that quarantines some QB files.
3. Right Networks and QuickBooks Enterprise with WebConnect users: You may also experience this issue if you are opening the file without saving first. You must first save before importing the .QBO file.
Once the other hand, since you mentioned that you have QBDT Premier 2017, you can go ahead and export your company file using this version to convert to QBO instead. You may only use the trial version if you're using 2016 or later version.
To export company file, here's how:
1. On your QBDT Premier 2017, go to Company menu at the top.
2. Pick Export Export Company File to QuickBooks Online on the drop-down, then follow the prompts to connect to QBO.
Once done, log into your QBO and import the data. Here's how:
1. Go to qbo.intuit.com, then enter your login credentials.
2. Agree to the Terms of Service, and select Sign in.
3. If you have inventory in your file and are importing from QBDT 2016 or later, you will see this screen, otherwise skip to step 3.
4. Choose the QBO company you want to import or create a new one, then click OK, got it.
