I've replicated the same process on a different desktop accountant version and found that the layout designer button is available when editing any sales form templates except for the Bill payment form. Refer to the sample screenshot below:

I was trying to use the "layout editor" with the Bill Payment template, and the layout editor appears to only be available when editing income/sales forms.

I have replicated the issue you reported in our system. The layout editor is only available when editing sales forms, but it's unobtainable in the Bill Payment template.
I know how convenient and time-saving it is to have it added, to QuickBooks Desktop. I highly recommend sending your feedback to QuickBooks so our developer may analyze and include your suggestions in future releases.
