The maximum file size that is accepted by QuickBooks is 350 KB. This is why you got that error.
You can download your transactions again and select a shorter date range than your first download to achieve a smaller file size. You can check out this article for more details: How to Upload More than 90 Days of Bank Transactions.

I am actually unable to download the transactions from that account anymore because it is closed. However, I do have one large QBO file that I need to access but can't upload to Quickbooks Online. Is there any way to split it into 2?

Splitting a .QBO file into two is not possible. As a workaround you can convert the file into CSV so you can download it in shorter range. You can visit the apps.intuit.com or you can check online for an application that can help you convert the file.
