I recommend contacting QuickBooks Online Support to be added to the list of affected users. Please follow the steps provided to Contact Support:
1. Sign in to your QuickBooks Online company. Select Help (?).
2. Select either tab to get started: Assistant or Talk to a human.
3. Search or select Contact Us.
4. Start a chat with a support expert.
You can contact us from Mondays to Fridays, 6 AM to 6 PM PT, and Saturdays 6 AM to 3 PM PT.

Let me share an update about the investigation for error code 81705 when e-filing 1099s in QuickBooks Online (QBO).
For the time being, based on our records, the above-mentioned investigation in QBO is still open and in progress. Our engineers are aware of the issue, but we don't have an estimated turn-around time to share at the moment.
In keeping with this, I'd recommend contacting our Customer Care team. They can add your account to the list of affected users. This ensures you're in the loop about the investigation's status and its fix. To do this, here's how:

It appears that the problem was that I was submitting the 1099's using my boss' credit card which is stored on our account. When she tried it, we had no issues.
One other thing. Make sure your CVV code is entered and your credit card information is correct. Our CVV Code was blank in Quickbooks, but I was never asked to enter it. Entering it did not resolve the issue, but I can't imagine that this wouldn't be required for processing the charge.
While the person who started this thread may have resolved the problem (per their below comment), I am still having this problem and it is not being resolve, even after being on the phone with support for over an hour. They are incompetent. How are we supposed to meet a 5 p.m. today deadline set by Intuit when Intuit can't solve the problem to let us file?!?
Still not working for me, either! Tried different payment methods, including PayPal. No go.

While waiting for a solution, I suggest contacting our Customer Care Team to be added to the list of affected users. This way, you'll receive notifications via email or phone for any updates regarding this issue.

And what is everyone supposed to do that missed the deadline because of this error. Answering that would be helpful. Simply repeating the same useless things over and over that have already been said doesn't help. TRY BEING HELPFUL AND ANSWER THE IMPORTANT UNANSWERED QUESTION: WHAT ABOUT THE DEADLINE?!?
