First, let's make sure you set Adobe Reader as your default program. For the detailed steps depending on the Windows version, I'm adding the article I recommend on this (scroll down to Set Adobe Reader as your default program):

Error: You do not have a PDF viewer installed on your computer.

Once done, you can also try downloading the PDF and Print Repair Tool to ensure the program works in full capacity.

Thanks for reaching out to us in the Community. I'm here to help make sure that you can open invoice attachments send from QuickBooks Desktop (QBDT).

Just to confirm, are you referring to the PDF file? If so, may I know you're getting any error messages when opening the attachments? Any additional information will be much appreciated.

When I opened the email the attachment PDF was inactive and not able to open. But When I open the same email from my Samsung galaxy note it was able to open.

There is no error message received but seen inactive and cant open the PDF.
