Is it possible to restore a backup from QB Online (not the desktop version, specifically the online version!) to a new QB Online account (also not the desktop version)

I don't think you can do that. You can try to convert your data to a QB Desktop file and convert it back to a new QBO account. Another option is purchasing a 3rd party migration service.

This feature is exclusive to QuickBooks Online Advanced. Restoring backup data may take up to an hour, with a checkmark indicating completion. Please refrain from making changes to your company during this process. 

Here’s how to restore backup data:  

1. Navigate to Settings and select Back up company. 
   Note: You may need to sign in with your Intuit account and select Authorize to proceed. 
2. Locate the company for which you want to restore a backup. 
3. From the Actions ▼ dropdown menu, select Restore. 
4. Choose the desired Date and Time for the restoration and click Next.
5. In the All set to restore section, check the box and enable Start Restore to initiate the process.
