This problem just started today. I can't think of anything new that has happened on this computer.
When I launched Quickbooks today, I noticed that it was very sluggish. Launching anything from the desktop takes a long time. (My copy of Quickbooks always opens with the home page displayed.) If I hover my mouse over the top menu items (File/Edit, etc.) it takes a long time for them to highlight.
But, if I close all windows, it isn't sluggish and everything launches immediately. Redisplay the home page and it becomes sluggish again.
Also, after about two minutes, the program becomes responsive again, even with the home page displayed.
While Quickbooks is sluggish, I can see in Windows task manager that it's using about 10% of my CPU. (This is a high-end gaming PC and 10% is quite a bit.)
What I've tried:

Used Quickbooks File Doctor.
None of these helped.
To recap:
- Quickbooks is sluggish when first launched. Closing the home page causes it to be immediately responsive. Reopen the home page and it's sluggish again. After about two minutes, it's no longer sluggish.

Once QB becomes responsive again, closing and reopening the home page starts the two-minute cycle of being sluggish again. Weird.

QuickBooks Desktop may run slow due to system performance issues, a large file size, incompatibility, or configuration limit. If your product is running slow, it's recommended to run a system check-up, software component update, and scan the company file for errors.

Computer performance is exceptional, so no issues there
I went through the performance issues and nothing helps. De-selecting "Show home page when opening a company file" causes QB to launch without being sluggish, but as soon as I open the home page it becomes sluggish for a couple of minutes.

Try to reinstall your QBD 2016 in Win 7 compatibility mode.
