Q1. By default the notification to send an email box is checked. How do I uncheck this for all customers? I have looked in settings-UPS account-Notifications and none of the boxes are checked.
Q2. Once I hit ship the shipping confirmation window opens and there is a check box fir "paste to form" how do I default this to checked for all customers?

I'd recommend contacting UPS support. They'll be able to guide you on how to uncheck the notification for all your customers and making the Paste to Form default to all your customers.
